In case you have to access the deployment machine remotely, software emulators allows you to test the correctness for your code on your local machine (MacOS, Linux) using the same software APIs you would use on the remote deployment machine. Once the correctness has been validated, you can re-compile your code on the deployment instance equipped with your hardware accelerator (FPGA) to exploit the accelerated APIs.
